The State of Resolution: AI & Guardrails in the Public Sector

Lessons from Estonia's Digital State
In Estonia, citizen interactions are unified via the national X-Road data layer. A birth registration automatically triggers child benefit eligibility checks and updates tax status without the citizen filling out multiple duplicate forms. This is true resolution at the state level—using automated workflow connections to bypass administrative bottlenecks entirely.
Contrast this with the UK, where over £2.4 billion in unclaimed Pension Credit sits unused annually simply because the administrative process of applying is too high-friction for the eligible population to navigate.
The Compliance Plane: EU AI Act and DCB Rules
To implement this safely in healthcare and local government, we use two frameworks:
